Union demands police check gate at boundary area

ITANAGAR, Sep 14: All Raga Area Students Union highlighting the boundary problem between Assam and Arunachal Pradesh at Dollungmukh alleged that the Assam forest department illegally encroach Arunachal Territory within Dolungmukh area frequently and as a result the indigenous people of the area are constantly living with fear.

It appealed to the state government to establish a police check gate at Rajali and deploy sufficient police force in Dollungmukh area to protect and save the life and property of the people.

It demanded permanent boundary between Assam and Arunachal Pradesh at Dolungmukh area.

 

Movement seeks action

ITANAGAR, Sep 14: Eastern Arunachal Democratic Youth Movement (EADYM) described some of the elected Congress legislators of Arunachal East Parliamentary constituency, who have been camping at New Delhi for several months, as ‘anti-development’ and ‘anti-people’ and sough disciplinary action against them by Congress high command.  “These MLAs have been staying away from their respective constituencies for several months and camping in New Delhi at the cost of public money with a hope to capture a good position and suitable political power through dissident activities,” EADYM said in a release. It wondered what miracle could take place if there would be a change in leadership.

“Let the Government expedite the development activities,” it said and appealed to all the elected MLAs from different political parties to work for rapid development of the region.

 

Training Programme for SHG

ITANAGAR, Sep 14: A three days long Training Programme was conducted by KVK –Upper Siang from Sept 12 to 14 in its premises for capacity building of SHG and its members. The training program emphasized on strengthening of SHG through horticultural technologies more particularly the Rabi season vegetable crops.  On very first day, concept, importance, principles, functions and advantages of SHG were taught to the participants by Indrajit Barman, SMS. Production technologies of Rabi vegetables such as cabbage, Cauliflower, Tomato and Onion were taught to trainees by Oyinti Megu, SMS.

On last day of the programme, vegetable Nursery Technique were discussed and trainees were taken to the KVK farm to demonstrate the  vegetable nursery techniques following the extension principle  of “seeing is believing” and “learning by doing”.

On valedictory session, Dr. D.S. Chhonkar., Programme Coordinator, KVK urged the Participant to take advantage of KVK for the development and prosperity of SHG. The SHG secretary, president and members showed great enthusiasm and suggested training programme for piggery and fisheries.

 

Condolence

ITANAGAR, Sep 14: Yego Banggo Welfare Society Capital Complex condoled the demise of Jamar Ngomle who died on September 12 at Yachugi village under Gensi circle, West Siang after a prolonged illness.

Ngomle served the society as GB of Yachugi village. He was born on 19 April 1928 at Piji Gumbo, Baririjo circle, Upper Subansiri and  is survived by his wife, five daughters and four sons.

Terming his death as a loss to the entire society, the members of the society prayed almighty god to bestow enough strength to the bereaved family members and prayed for the eternal peace of the departed soul.

ITANAGAR, Sep 14: A six long days Crusade on the theme “I am a Star, I cannot be Covered"  organized by the Communion Praise Ministry of Nigeria, from 7th to 13th sept at River Street Port Harcourt Lagos ended successfully.

The Gospel Preacher, Dr. Joram Dol, founder President of "Apostolos Bible College Itanagar and President- Arunachal Christian Revival Youth Association, was invited as the Guest Speaker, and Prophet Andrew and Prophetees Ane from Nigeria, were the speakers of the program.

 

Society assures support

ITANAGAR, Sep 14: Arunachal Pradesh Women’s Welfare Society (APWWS) assured to extend all possible support to the new team of the Arunachal Pradesh State Commission for Women headed by Gumri Ringu as its chairperson. The Society hoped that the new Women Commission will work more efficiently under the guidance and leadership of Ringu for upliftment of women folk.

 

Union demands

ITANAGAR, Sep 14: All Tagin Students’ Union in a letter to Officer Commandant, General Reserved Engineering Force, Upper Subansiri District briefing the pathetic road condition in between Siggin Bridge to Sikar Rijo Road demanded immediate black topping of the road.

The union also appealed the concerned authority to allow passing of LPG, PDS vehicles through Tamin bridge of Lower Subansiri District as presently the distributors are using long road via Likabali-Basar to supply these commodities and unable to reach its destination in time. Due to this the people of Upper Subansiri particularly the Daporijo area is facing lots of problems.

 

Jan-Suvida centre inaugurated

ITANAGAR, Sep 14: Arunachal Pradesh chief secretary Tabom Bam inaugurated a Jan Suvidha Centre  in presence of West Siang DC Amjad Tak, other officers and panchayat leaders at Basar on Sept 3 last.

With the inauguration of the Centre, the administration will provide various certificates to the people through single window delivery system.  The initiative for the Jan-Suvidha Centre was taken up by Basar ADC Dr Sachin Shinde under the guidance of DC and software for the purpose was development by National Informatics Centre, Arunachal Pradesh in order to ensure transparency, efficiency and above all timely delivery of citizen-centric service.

 

Physical verification

ITANAGAR: In pursuance of the High Court directives and advice of the higher authorities, a joint committee comprising officials of the Naharlagun Civil Circle, PWD. Naharlagun and Tali PWD Division, AP proposes to undertake the physical verification of the works executed with effect from 26th Sept to 30th Sept, 2011) in Tali subject to weather conditions.

All concerned have been asked  to be present  at their respective work site on the road to enable physical verification in presence of all concerned on scheduled dates as it is informed to all concerned that no complaint, whatsoever, after the proposed joint physical verification shall be entertained.

ITANAGAR: Ministry of Consumer Affairs, Food and Public Distribution has sought comments from the public and all the concerned on Draft National Food Security Bill. The draft Bill has been placed on the website of the Ministry viz. http://fcamin.nic.in .

 

FIR against Minister

ITANAGAR:  Arunachal Volunteer Youth Federation (AVYF) has lodged an FIR at Itanagar Police Station against Tourism and WRD Minister Pema Khandu accusing him of mismanagement of fund under national disaster management meant for relief to the victims of natural calamities.

The FIR further alleged that Khandu had manipulated the government exchequer amounting to Rs 100 crore under FDR work during 2004.  The  Federation also requested the officer in charge  of the police station to investigate the matter.

Miao-Vijaynagar road remains a distant dream for border people

ITANAGAR, Sep 14: The infamous 157-km long Miao-Vijaynagar road is again in news. Vijaynagar circle is one of the three circles of Miao sub-division in Changlang district and it is only circle HQ which remains without surface road communication in the entire Changlang district.

This time, a group of panchayat and public leaders were annoyed with the negligible work progress on Miao-Vijaynagar road.

“The promises were made time and again, but little has been done for the improvement of Miao-Vijaynagar road. We want to live a better life with human dignity and avail the modern facility in terms of education, medical and health care facilities like other fellow citizens,” they said in a letter addressed to the Governor of Arunachal Pradesh.

The letter further claimed that expectation of the poor people of the border area has been shattered with very little progress in maintenance work of the M-V road  which started last year.  The Panchyat leaders said, earth and formation cutting initiated in a hurried manner to facilitate the visit of VIP leads to poor quality implementation of works. The road is motorable up to 6th mile (M’Pen) and the rest of the road remains as it was with accumulation of mud and landslide particularly during summer season.

It is worth mentioning here that the Miao-Vijaynagar road was declared reopened with much fanfare on March 25 last. However, after few months of its reopening, the road   condition reportedly got deteriorated.

Accusing the authorities for not supervising the road construction properly, the  local leaders  urged the concerned authorities to come out with proper plan and corrective measures to  bring the people of remote Vijaynagar to the forefront with proper construction of road.  With the closure of helicopter service, the life of the Vijaynagar people become miserable, the  letter added.

A copy of letter which was submitted to the chief minister also requested the present Govt to take strong initiative to connect the border area and involve  the remote people in the development process of the Govt. Not to speak about essential health scheme of central Govt like immunization programme, the people of the remote Vijaynagar have been deprived of many other schemes like RGGVY due to communication bottleneck, they said.

It appealed the Govt to take up road construction  work as time-bound scheme  with sufficient release of fund or hand over the road to agency like BRO for proper maintenance.

 

Army dedicate two classrooms to rural students

Wakro, Sep 14: two RCC classrooms for Apna Vidya Bhavan constructed by the 26 Maratha Light Infantry under Operation Sadbhavana have been inaugurated by Maj Gen G S Katoch VSM, GOC 2 Mtn Div.

“Sadbhavana project is taken up by the Army so that good infrastructure and facilities reach the people in remote areas. Army is here to help the people and defend the country. The army maintains preparedness for all eventualities in the defence of the country, maintaining a high level of disciplined soldiering while also making sincere efforts to reach out to the people through welfare projects. I am impressed by the discipline inculcated in the Apnes, complimented Maj Gen Katoch.  

 The GOC while interacting with students urged them to pursue their educational goals earnestly further guiding them to come back to serve their community. He also interacted with parents and members of general public. GOC further lauded the AVB for the tremendous work in the field of education, especially the girl child. He later gave the VT-AWIC Library network certificate of honour to Kesilu Tayang for being outstanding reader activist of the year. Brig Vikal Sahni, SM, Commander 82 Mtn Bde handed over a cheque of Rs 52000/= to Seema Arandhara, principal AVB. The ASSET informed the Commander that the contribution received from Banglore based Art Mantram, Well known story writer for children Nabanita Deshmukh from Pondicherry, Dr. Sarada Charan Patnaik from Bhuwaneshwar, Dr K Haridasan, scientist from Banglore and Samarkhand property management Pvt Ltd, Banglore, will be utilized to sponsor free education of rural children.

Tuli Gangkak, EAC, Wakro appreciated the Army effort and lauded the effort of Col H S Chouhan and his battalion for the high quality of work. He also assured all cooperation and support of the general administration to all future efforts of the Army in reaching out to the people through welfare projects.

2nd phase intensive IEC campaign in Lohit

ITANAGAR, Sep 14: The Second Phase Intensive IEC Campaign kicked off at Lohit district. The campaign has been launched under the aegis of Total Sanitation Campaign programme. The launching of IEC campaign has special significant in view of nomination of 23 number eligible Panchayats for Nirmal Gram Puraskar awards 2011-12 from Lohit district.

While conducting IEC Campaign in one of the Panchayats at Solungtoo, Er. Tayum Tok Executive Engineer PHE & WS cum Member Secretary DWSC highlighted the importance of sanitary practices and urged PRI’S and all stakeholders to adopt safe hygiene practices by constructing affordable individual household toilets. He further informed that proper hand washing at critical time saves millions of lives. He also stressed on proper solid and liquid waste management in the Panchayats so that village can attain fully sanitized status. During the campaign Er. P.D. Chukla through power point presentation described various medium through which infectious and communicable diseases spread due to open defecation and unhygienic sanitary practices in rural areas.

While joining the IEC campaign, K. Nyodu, EAC Chongkham and Smti. N. Bhatt, CO Piyong circle advocated for imbibing goods habits and advised public and students to inculcate habits of good sanitary practices in respective panchayats. They describe mother as change agent of society and emphasized that hygiene and sanitation are important social indicators for development of society.

During the awareness campaign video shows on good sanitary practices and proper hand washing were filmed for the students and general public. The campaign culminated with the distribution of poster, pamphlets and leaflets on Total Sanitation Campaign.

 

NWA reacts to NES declaration

ITANAGAR, Sep 14: Nyishi Welfare Association (NWA) has expressed shock over open declaration of the present state government as anti-Nyishi during yesterday’s Dignity Rally organized by NES and ANSU.

By openly declaring the Government as anti-Nyishi, the Dignity Rally was ultimately converted into a political rally which was realised by the people later on, NWA said in a release.

Reacting to NES president Bengia Tolum’s allegations, who said that Nyishi people were deprived in all fronts by the chief minister, NWA said that appointment of several Nyishi persons in various posts of Chairmen, including Dr. Tacho Ligu (APPSC), Tungri Effa (Sports Authority of Arunachal), Tatar Kipa (Arunachal Pradesh Forest Corporation Ltd), and appointment of APSWC chairperson underscores the sincerity of the present Government led by Gamlin.

The purported allegations levelled against the CM by Tolum does not hold any water, it said, adding that his mere outburst with an ‘ill motive” does not substantiate an allegation.

NWA seriously viewed the inflammatory speech by the NES president  who misquoted the famous Assamese proverb “Deshot koi Mumai Dangor Nohoi.” The said proverb is related to land and sovereignty but it is never implied to an issue like Pradeep Thakur, NWA said.

NWA alleged that the dignity rally was converted into a political rally by openly declaring the government as anti-Nyishi.

It appreciated Nyishi Nyijir Yapa Association for accepting the apology tendered by Pradeep Thakur.

 

Forum reiterates demands

ITANAGAR, Sep 14: All Arunachal Pradesh Youth Forum (AAPYF) has reiterated its demand for removal of Health Minister Atum Welly and CIC Y D Thongchi for  fair investigation into their alleged  involvement in illegal appointment.  

Both Welly and Thongchi are allegedly involved in the illegal appointment as per Itanagar PS case No 72/2011, U/S 468/471 IPC, the Forum said.

The Forum further demanded immediate re-arrest of the main culprits involved in pistol and grenade planting  case in private car of RTI activist Payi Gyadi and also demanded handing over the case to the CBI for fair investigation. It demanded that authorities must minimize the RTI fees to Rs 2 only in place of increased amount of Rs 10 per copy and threatened to launch rigorous movement in case of the failure of the Govt to fulfill its demands.

 

MLA prioritise road, education and health sectors

ITANAGAR, Sep 14: MLA Dr.Tangor Tapak reiterated the commitment to give priority to the road, education and health sectors in his constituency. The road connectivity in the agricultural areas will bring economic development in the area. He said that there are lots of scopes for development in the area & he will pursue to bring those developments. He assured to arrange fund for construction of multipurpose community hall and festival ground. He was speaking at the inaugural Function of the Central Solung Festival Celebration of Sille Oyan Circle on Sept 14 at Sille. Dr Tapak congratulated the people of the circle for celebrating the festival with traditional gaiety & fervor. He said that the socio-cultural traditions of the community have been time tested and we should be able to preserve them. Annual DGPs/IGPs Conference

ITANAGAR, Sep 14: The annual DGPs/IGPs Conference, organised by the Intelligence Bureau, will begin in Delhi tomorrow. As is customary, the Union Home Minister will inaugurate the three-day Conference. The Prime Minister will address the Conference on Friday.  

The Intelligence Bureau organised the first ever Conference of the IGPs in India in 1920 and since then, these Conferences have been held regularly at New Delhi. In the post-independence period, the first such Conference was organised in the year 1950 at Delhi. To begin with, it was a biennial event, but after 1973, it became an annual meeting for the Heads of Police Organisations of the States/Union Territories and of the Central Police Organisations.

The objectives of the Conference are to provide an interactive platform for senior police professionals and security administrators in the country to freely discuss and debate diverse national security-related issues, as also the various operational, infrastructural and welfare-related problems faced by the police in India. Its deliberations include formulation and sharing of professional practices and processes in tackling challenges relating to crime control and law and order management besides internal security threats such as terrorism, insurgency, left wing extremism, espionage and organised crime. Further, the Conference offers opportunities for generation and exchange of new ideas on capacity building for the police in respect of manpower, training, logistics and advanced technology.

 

SMC construct teachers quarter

ITANAGAR, Sep 14: The school management committee of Government Secondary School, Hiya along with the help of villagers and panchayat leaders constructed one OBT teacher quarter at the school. The SMC claimed that the school was upgraded into secondary level in 2009 without proper infrastructure facilities. There is shortage of class rooms, teachers quarter and subject teachers despite repeated appeal to the concerned authority.

The committee strongly appealed to the Education Minister to look into the problem immediately.

 

Measles catch-up immunization campaign

ITANAGAR Sep 14: The Governing Body Meeting of District Health Society (NRHM) of Papum Pare District was conducted here today at DCs Chamber under the chairmanship of Deputy Commissioner cum Chairman District Health Society Pige Ligu.

In the meeting District Task Force for implementation of Measles catch-up immunization campaign was discussed and put to the house for its successful implementation. The catch-up campaign dose is given to all children, both previously vaccinated and un- vaccinated, who belong to the targeted age group-who have completed 9 months of age and are below10 years of age.

While calling the programme a holistic approach of the Govt of India, Ligu assured that District Administration will provide all kinds of help in successful implementation of the programme and reiterated that we must coordinate with each other. He also suggested that as a part of awareness campaign pamplets and slogans must be circulated in all schools to make the children and parents understand the importance of such programme. Consultant, UNICEF Dr. H.S. Sarang while informing on various implications of the programme, stressed on need for city micro planning for identifying the beneficiaries and said schools, PRI, ICDS department and medical supervisors should play the proactive role in ensuring proper planning in collecting accurate data.

District Medical Officer, Yupia Dr. B.Tobin also appealed the members present in the house to work in unison for its successful implementation in the district.

Arunachalee students beaten up in TN, AAPSU condemns

ITANAGAR, Sep 14: Several students from Arunachal Pradesh studying at Valliammai Polytechnic College, SRM Nagar, Kancheepuram, Tamil Nadu are reported to be injured after they got into scuffles with fellow students belonging to Tamil Nadu yesterday.

AAPSU General Secretary Tajum Poyom who has strongly  condemned the incident informed that seven were severely beaten up and were admitted in hospitals in Chennai. AAPSU appealed to the State of Tamil Nadu Govt ensure security and peaceful atmosphere among the students of North East to prevent further occurrence of such incidents.  

AAPSU has appreciated the efforts of Minister, Industries, Fisheries, T&H Tako Dabii who spoke to the Principal of the Polytechnic College and District Collector and Supdt of Police for speedy intervention into the incident and amicable settlement of the group fights.  

 

Transport Federation calls for better management

ITANAGAR, Sep 14: There are more than 37,200 commercial vehicles plying in the state and paying revenue of more than 18 crore annually said  All Arunachal Pradesh Public Transport Federation (AAPPTF) Chairman Takar Goi while inaugurating the office building of the All Arunachal Pradesh Public Transport Federation (AAPPTF), West Kameng District unit at Bhalukpong yesterday in presence of AAPPTF Secretary General Dobing Sonam, EAC, Bhalukpong  Rutum Raksap along with working president Tadar Raja, Tagung Pasang, Assistant General Secretary and all the executive bodies of West Kameng Unit and its federal bodies.

Goi further informed that there are more than 4000 vehicles in the state on hire under central government, state government, semi government, NGOs and private company without plying permits and most of the owner of these vehicles are from outside the state and are operating on understanding basis with the head of the departments. He strongly suggested the concerned authority to engage the vehicle of un-employed youth of the state, particularly who have purchased vehicle on loan.

He alleged that some head of the Department and the concerned officer of the department purchased vehicles in name of their wife, kits and kin and is hiring the vehicles in their office and drawing huge amounts of rupees.

The chairman while highlighting the grievances of commercial vehicle strongly appealed to the state government to immediately review the corridor agreement made between the state government and the Assam government. He said that the state is not framing uniform guidelines for plying permit within state and the District moreover the plying permit issued by state government is not valid in Assam which is a major problem for commercial vehicles drivers and owner, he added.

Guest of Honour, Dobing Sonam, highlighting the activities of AAPPTF said that it is the only apex body of the commercial vehicles in the state of Arunachal Pradesh and all the organization relating to the transport should cooperate with the AAPTF.

While expressing his displeasure over the shortage of government officers and staff, Sonam said that there is an urgent need of creation of regular and sufficient number of DTOs, MVIs enforcement as at present, only 9 DTOs and few MVIs are functioning and rest are being looked after by the Circle Officers and Extra Assistant Commissioners who are unaware of transport related matter. He, further advised drivers and owners of all commercial vehicle to have Passenger service vehicle (PSV) licenses and maintain of proper vehicle documents.

Special guest, EAC Raksap also advised all commercial vehicle of state to have compulsory plying permit and renew their respective vehicle license on time. West Kameng District unit AAPPTF, Secretary Finance KK Yangfo also spoke on the occasion.

 

Detergent Making Training to SHGs

ITANAGAR, Sep 14: The Alombro Mayu Yaku Chi Amey Aroga (AMYAA) NGO of Namphai-I, Miao imparts Detergent Making Training to Shichah, Sanya and Numey SHGs of New Longkey, Khasan Jugli and Kuttom Villages of Kharsang Circle. The participants consisted of 30 SHG members from the  3 SHGs. This training has being imparted with the support of NABARD RO, Itanagar.

Pante Singh from Dimapur specialist in Detergent making is the main resource person of the training. R. K. Paul Chawang and James Pangsa are the facilitators of the ongoing training programme.

The AMYAA (NGO) has been imparting number of short duration skill based training based programmes to SHGs under Khagam CD Block with the aim of orienting the SHGs to take up innovative income generation activities for better economy and consequently to improve their living standards. On Sept 19-21, AMYAA (NGO) will be imparting 6 days each of Candle Making and Pickle Making Training to SHGs of Miao Circle at Neotan Village and Namphai-I. Various Government Officials and Village Leaders will be invited to attend the inaugural functions of these trainings.

 

Universal Brotherhood Day

ZIRO, Sep 14: The Vivekananda Kendriya Vidyalaya (VKV), Ziro celebrated Universal Brotherhood Day on September 11 last at its school premises to commemorate the epoch-making speech delivered by Swami Vivekananda at World Parliament of Religions at Chicago.

As the chief guest, D K Das, ADC (Hq) of Lower Subansiri district, in his speech has highlighted on importance of Vedanta Philosophy as well as its influence in Indian culture amidst huge gathering of teaching fraternity, students and parents.

Anand Mohan Mishra, Principal VKV Ziro, in his speech made a brief accounts on importance of working together like the ‘Team Arunachal’ to eradicate illiteracy, poverty, inequality and corruption from beautiful pristine Arunachal Pradesh and in contribution towards its progress and prosperity.

Highlighting importance of the day, Gunajit Bharali, Assistant Teacher of VKV Ziro emphasized on strength of the patriotic fervour to make mother India as ‘Jagadguru’

Students presented cultural items including a drama based on mythological themes and Chicago Speech of Swami Vivekananda by Kr. Ligam Halley of class VI student.

Earlier, the programme started with lighting of lamps before the portrait of Swami Vivekananda by the chief guest D K Das, ACD, Ziro and ended with vote of thanks from Rudra Prasad Upadhyaya, Assistant Teacher followed by Shanti Mantra.

 

Synthetic drug

 

The use of amphetamine-type stimulants such as ecstasy and meth is surging around the world, a new United Nations report finds, warning that the growing trade in these illegal drugs and the high profits they bring to criminals are posing an increasing threat to health and security.

The report from the UN Office on Drugs and Crime says that amphetamine-type stimulants (ATS) now rank as the world’s second-most widely used type of drug after cannabis, surpassing heroin and cocaine.

While the use of cannabis, heroin and cannabis remained largely stable between 2005 and 2009, seizures of ATS and the discovery of clandestine laboratories indicate a rapid increase in the use of these drugs, especially in South-East Asia, West Africa and Central and South America.

The number of ATS laboratories captured in East Asia and South-East Asia almost doubled between 2008 and 2009, while methamphetamine use and production is also on the rise in Europe.

Comparatively cheap and easy to manufacture, ATS have become increasingly appealing to criminal networks as a source of money and an entry into new markets.

Another related problem identified was analogue substances that act as substitutes for cocaine and other drugs and fall outside of many international laws and control.

Improve Aircel service

Dear Editor,

It is very unfortunate that one of the highest learning institutions of Arunachal Pradesh Rajiv Gandhi University Rono Hill is facing problem of Aircel service since last year. It seems that there is one tower of Aircel installed in the campus but of no use. Though the Aircel service is available but then it is more dominated by the frequency of the Assam Aircel tower which is installed as far as Harmutty. The call tariff of the roaming service of Aircel is very high which includes Rs-1per incoming call, Rs-1.50 per sms and outgoing call. Forget about the rate cutter because it doesn’t apply in roaming service. The validity gets over too fast due to network problem, which is really unbearable especially for the students like us. Because it cost us a lot by recharging very frequently. Sometimes there is a fluctuation of network which provides local service at least for half hour in a day. Thus the non earning students, managements; staff etc. is facing lots of problems. I would like to appeal to the concern authority of Aircel company to properly serves us and maintain the service well.

The blessings of high command

Dear Editor,

The No.1 resolution adopted on 13th Sept at IG Park in Itanagar by Nyishi community led by NES and ANSU has clearly spelled out that Nyishi congress MLAs are anti-Nyishi themselves. The resolution states that present state govt. is anti-Nyishi as it has come to power on anti-Nyishi wave. It is clear to everyone that state govt. is that of Congress and cabinet consists of Nyishi ministers too. Also, the present govt. was formed by the blessings of none other than the Congress high command. Therefore, if the state govt. is anti-Nyishi then Congress high command is also anti-Nyishi. In conclusion, if Nyishi politicians desperately want to rule the govt., they have to join some other party as congress as a party is anti-Nyishi as per the adopted resolution.

Post gynecologists

Dear Editor,

I would like to draw the kind attention of our Health Minister, MLA DC and DMO on present condition of pregnant women in District Hospital Tezu. On the occasion of 65th Independence day, Dist Health Society of Lohit launched Janani Shishu Surakhsha Karyakaram [JSSK] with an assurance that under this programme they would provide completely free and cashless services to pregnant women including normal deliveries and cesarean operation and sick new born up to 30 days after birth to bring down maternal mortality and infant mortality rates. But it is regrettable to say that no single gynecologist is posted at the hospital. Therefore, I request for immediate posting of two gynecologists at the district hospital.

Commendable effort

Dear Editor,

Sept  9 became the Historic day for the inhabitants of Kangkong, Parbuk, Bolung, Ithili, Idili, Jia and Meka. From this day, they became free from the bondages of forests after Supreme Court verdict for dereservation of Deopani Forest. The undersigned once a Chairman and General Secretary of De-reservation Action committee of Deopani Reserve Forest would like to express our heartfelt gratitude to the unforgettable personalities.

It was in the year 29-9-1950, L. Sharma the then Political Officer Sadiya initiated the action to de¬reserve the Deopani Reserve Forest due to distress caused by the great earthquake of 1950. After a lapse of 40 years during 1990 the De-reservation Action Committee approached the state Govt to take action to de-reserve the Deopani Reserve Forest Consequently the State Govt during the Forest Minister ship of Mukut Mithi, now Rajya Sabha (MP) with the active initiation of Bassu Perme the then MLA sent the proposal to Ministry of Environment and Forest, Govt of India to de-reserve the Deopani Reserve Forests.

In response of the proposal of the State Govt, the Ministry of Environment and Forest, Govt of India agreed in Principle on the condition that the State Govt should take action to declare the area identified for compensatory afforestation as RF and the cost of compensatory afforestation should be transferred in favour of the Forest department.  in regard of the condition imposed by the Ministry of Environment & Forest, Govt. of India, the State Govt notified the proposed Senzen Reserve Forest, Roing (Plot A) Reserve Forest, Sisiri Reserve Forest, Sirki Reserve Forest and Rang (Plot B) Reserve Forest. However, due to stiff opposition from the public of Dambuk where proposed Reserve Forest area lies the public hearing could not get through. However, the constant and tireless persuasion of Roding Pertin the then MLA for a period of four years that led to obtain a no objection certificate from the GBs of Dambuk which paved the way for constitution of Senzen Reserve Forest in 2004 during his Forest Minister ship under active guidance and personal support of Gegong Apang, the then Chief Minister of Arunachal Pradesh. Efforts have been made by Roding Pertin to de-reserve the Deopani Reserve Forest with the fulfillment of conditions imposed by MoEF, Govt of India within short period of his Forest and Environment Ministership. However, the  Supreme Court orders, restraining the MoEF to regularize the encroachment of land by way of dereservation/ diversion has led to filing an Interlocutory Application in the name of DC, Roing in the year 2005. After putting immense labour and finance by Pertin, the Supreme Court s referred the matter to CEC Court for logical report with proper hearing and site verification which has been done on 27th to 29th Aug'2009, and subsequently submitted their report during October'2009 to the  Supreme Court.  In continuation of his efforts Pertin had a recent meeting with Chairman, CEC and standing Counsel Anil Srivastav to expedite the case and also requested the Chief Minister, Jarbom Gamlin to liase the matter with the concern person so that the people will free from the bondages of forests very soon which led to the clearance given by Supreme Court of India.

At the same time, I would like to extend heartfelt gratitude to the officers and officials who have selflessly rendered their valuable service to fink up the official papers in order to find out immediate solution to De-reserve the Deopani RF. Special mention may be made to T. Milang, Rtd. Additional PCCF who have been rendering the valuable service during his time as CF (Conservation) and Nodal Officer, Anil Srivastav, Standing Counsel of Govt of Arunachal Pradesh who also took personal interest to make the people of Kangkong to Meka area free from the bondages of forest, P.V Jayakrishnan, Chairman CEC and his colleague for their logical report which paved the way to clear the case by the Supreme Court of Inda. Let us rejoice and remain united in such common issues.

Let it go further

In the dark hours of our state’s socio-political scenario, facing acute criticism with paralyzing strike every now and then, the news of state’s first ice cream factory and many other developmental activities within state gives a great encouragement to the young folks of our state.
